Showcases artisan portfolios to employers. Out of deep documentation scope for this phase; reserve service shell + DB + CI with the other three services.

Known integration (future): competency checks should talk to CAP (not orchestrator), keeping single responsibility for competency.

Minimum viable tables (when built): portfolios, portfolio_items (link CAP certificates), optional employer_views / leads.
